feat(workspaces): FLIP reflow eases OUT — fast start, decelerating arrival
The tile-organization animation used power2.inOut (eases INTO the motion
too). Switch to power3.out so the sweep starts fast and settles slowly into
the destination — the Windows-8-style snap-to-place feel.
Verification: svelte-check 0 errors/0 warnings; vitest 1689/1689; build ok.
