Integrate `Integral#chr` (`Fixnum#chr`) to `mruby-string-ext`
Because they're defined in both `mruby-string-ext` and `mruby-numeric-ext`
(they seem more natural to define in N, but `mruby-string-ext` depends on
`Integral#chr`).
