docs(tasks): prune stale milestone history to a lean current-state doc
tasks.md had accreted 635 lines of blow-by-blow milestone narration; that
history lives in git. Collapse completed milestones into a compact summary,
keep operational/open/roadmap, record the metrics milestone (incl. Pass 2).
Removes the stale 'regen FE .reference.md' practice notes that contradicted
ORCHESTRATOR \xc2\xa77 (cross-repo changes are couriered via the user; the backend
does not write the FE repo) \u2014 \xc2\xa77 stands as the single source of truth.
