Avoid creating unnecessary empty arrays on splat.
But this changes requires `OP_ARYCAT` and `OP_ARYPUSH` to accept `nil`
as their first operand. Alternative VMs (e.g. `mruby/c`) that understand
mruby bytecode need to be updated.
