Fix `mrb_vformat("%f")` with `MRB_USE_FLOAT`
It potentially not work when `mrb_float` is `float` because `float` variable
in variable length arguments is promoted to `double`.
Also I fixed build with `MRB_WITHOUT_FLOAT`.
